A 71-year-old Virginia physician will see his life out in prison after conviction on health care fraud and other charges.
In November 2019, Javaid Perwaiz was named in a criminal complaint involving health care fraud and arrested the same day. In 2020, Dr. Perwaiz was convicted by a jury on 51 counts of fraud and false statements made to patients he treated between 2010 and 2019. In May 2021, Dr. Perwaiz was sentenced to 59 years in prison.
The dry facts of misdeeds committed by Dr. Perwaiz pale in comparison to medical malpractice that was essentially his standard of care. As a gynecologist and obstetrician, Dr. Perwaiz held the intimate trust and hopes of his patients. The acting US attorney for the Eastern District of Virginia said, “Motivated by his insatiable and reprehensible greed, Perwaiz used an arsenal of horrifying tactics to manipulate and deceive patients into undergoing invasive, unnecessary, and devastating medical procedures.”

In hospitals where he had privileges, Dr. Perwaiz ran between procedures in order to fully fill his schedule. Assets owned by Dr. Perwaiz were seized upon his conviction.
- Dr. Perwaiz purposefully altered due dates of pregnant patients in order to induce labor, rather than allow his patients to spontaneously deliver. In many cases he delivered patients prior to 39 weeks as a result.
- The then-physician performed unneeded and undisclosed sterilizations on women. In one case he cauterized both fallopian tubes of a patient following an ectopic pregnancy. Although he routinely asked the patient when she was going to have a baby, she was unable to become pregnant. When the patient finally visited a fertility specialist, she learned both her fallopian tubes were “burnt down to nubs.”
